Roles of NPO at Community-Building Project by Using Rural Vacant Houses -Focused on “Vacant House Recreation Project of Japan`s NPO Corporation” in Onomichi, Hiroshima-
This study has analyzed overseas projects of building rural communities using vacant houses. It is aimed at identifying the roles of NPO in the community-building projects and providing implications applicable to Korea. In recent years, there has been a spike in the number of vacant houses in rural areas. It is due to rapid urbanization and uneven distribution of the population across the country. Those are the reasons that prompted community-building projects. To solve the vacant house issue, there has been rising interest in building communities through vacant houses as rural resources and effectively integrating them as useful resources. However, the roles of key entity that pursues community-building projects using vacant houses have not been discussed sufficiently. Thus, this study deals with the ‘Vacant House Recreation Project of NPO Corporation in Onomichi’ in Hiroshima, Japan. Through the case study, the following are introduced as NPO`s roles in community-building projects using vacant houses. First, pursuing promotion and attracting attention by making the utilization of vacant houses sensational; system improvement; offering information. Second, enhancing the perception of local residents by offering local services using vacant houses; offering community-building items. Third, forming a place of public discussion to solve conflicts during community-building projects using vacant houses; offering alternatives to building communities. Above all, such roles have led to the key status of NPO during its community-building projects using vacant houses. It offers the following implication for Korea: Future vacant house-related policies for rural revitalization should be done from community-building standpoint and include establishing the roles of NPO.
The pond wetlands in agricultural landscape are important natural resources that carry out the function of bio-diversity conservation. However, recently, those have been gradually embedded as their utility value were disappeared. And, the assessment methods used for pond wetlands are insufficient. Therefore, this study was conducted to examine the conservation value of pond wetlands by using the modified RAM, and present the improvement of assesment methods. The study sites, a total of 32 pond of 4 types by land use, were selected on the basis of Ramsar Convention. Through the analysis of precedent studies, the weighted 8 functions were adjusted. According to the assessment results, pond wetlands made the largest contribution to Fishery and Herpetile Habitat function. In addition, it also made large contribution to Floral Diversity, Wildlife Habitat, and Water Quality Protection function. On the other hand, it made a small contribution to Aesthetics and Recreation, Runoff Attenuation, Shoreline /Stream Bank Protection, and Flood/Storm Water Storage function due to the characteristics of small-scale pond wetlands. In the assessment of 8 functions, house type showed the worst assessment result, and mountain type showed the best assessment result. It is thought that those are due to land use type in terms of vicinity. 10 items among 52 of the modified RAM showed the same assessment results in all land use types. Accordingly, it is required to be deleted and modified the assessment method. On the other hand, it is required to add age, interference, and water use to the assessment method. It is thought that these results can be utilized for the development and modification of assessment methods focused on pond wetlands in rural area.
This study has intended to build a rural landscape evaluation model based on an integrated landscape assessment paradigm of rural region using an additive integration index method and applied the model to the Seondong Region of Gochang-gun, Jeollabuk-do, Korea. To reach this goal, this study developed a model to calculate Integrated Landscape Assessment Index. The model has employed the Objective Landscape Index, the Subjective Landscape Index, and the weighted values, and was applied to the Seondong region. This study has found the following results: 1) forests and water spaces were assessed with relatively better visual preferences and better landscape ecosystem; 2) the historic cultural area and scenic agriculture as well as general farm land were assessed with moderate ratings; and, 3) the villages included in development plan, their adjacent arable farming land, and the village watercourses were forming relatively poorer landscape.
The purpose of this study is to analyze emergy flows of rice for evaluating the value of rice production and sustainability. Emergy analysis evaluates the sustainability of systems or processes considering all the inputs to make a product or a sevice. In this study, we analyzed the emergy flows and indices of rice productionand compared the regional emergy values using statisticcal analysis: input materials, hours per unit area(10a), and production costs. As the results, we found that the rates of external investment (EIR= 18.87) and environmental loading (ELR=21.7) are significantly high during the rice cultivation. However, emergy yield ratio(EYR) shows that rice is a valuable resource because EYR is 5.12 and environmental Sustainability IndexSI value is as low as 0.24 and it shows rice has low sustainability. This study also shows that Chungcheongnam-do has the highest SI value for rice production due to low environmental loading and abundant natural energy during rice cultivation. These results of rice emergy flows and sustainability assessments could provide a way of sustainable rice cultivation with decrease of environmental loading from fertilizer.
The main purpose of this study is to provide the back-from-city farmers with the information about the melon cultivation technology by surveying 268 farm houses in the major melon producing districts such as Seongju and Chilgok. For the purpose, this study classifies the essential technologies that the melon experts think as most important into 6 categories: size of plastic film house, covering film, varieties of oriental melon, lagging cover, ventilation method and ways to reduce repeated-cultivation damage. The result of the study shows that the back-from-city farmers should consider the following items when they choose to cultivate oriental melons. For the size of plastic film house, the ventilation method and the covering film of plastic film house, it is better to choose the latest technology. Even though it may require larger initial investment, the latest technology can increase the production and lower the cost. In case of variety, it is better to choose popular or the most widely grown ones rather than the new ones. The lagging cover should be selected in consideration of climate conditions such as average temperature and humidity, transplant time and harvest time of the farming region
This study analyzed the recognition of local residents surrounding farmland conversion area. The details of the survey on the residents included recognition of farmland conversion, the usage and reason of farmland conversion in the surrounding area, impacts of farmland conversion on the local region and agricultural production, and change in farmland prices. According to the analysis, the aging of the local residents progressed, and the ratio of farming population was high in the case study area. There were many warehouse facilities and small scale factories in terms of farmland conversion in the case study area, due to the surrounding area characteristics of industrial complex and relatively cheaper land prices. The farmland conversion affected the local area and residents both positively and negatively, and the surrounding area`s land prices rose. The policy implications, based on the findings in this study, indicate the following need to be carried out: the consolidation of action on farmland pollution upon farmland conversion, review of planned collective conversion mode, and return of the land price hike profits to the affected local area and residents. Actually, farmland conversion should be conducted, after a comprehensive and systematic review, because it affects the local area and residents in a complex way.
The objective of this study is to estimate the economic value of official management and control for invasive insects and diseases in fruits. The direct and indirect effect of this control measure can be the changes in price of fruits and related goods, changes in export volume of domestic fruits, changes in total volume of fruit production, and reduce the risk in food safety. The contingent valuation method with the single-bounded dichotomous choice is employed to estimate each household`s willingness-to-pay (WTP) to maintain official management and control measures. The total number of sample consists 2,050 respondents between the ages of 19-60 years, and the survey is conducted using Web-based survey. The estimated results for mean WTP is 5,443won per month per household. Therefore, the total economic value of official management and control on fruit in Korea is estimated to be approximately 94.4 billion won per month.
Ecotourism has the potential to boost the energy of a village as it pays keen attention to the ecosystem and the residents of the village. It is empowered by participation of and cooperation among stakeholders who are closely involved in ecotourism. However, many of them express difficulty in striking a right balance between development and conservation with regard to promoting ecotourism. Against this backdrop, this research paper investigates the structure of conflict that the stakeholders, especially those in Stork Village in Yesan County, South Chungcheong Province of Korea, experience during the process of establishment of government-led ecotourism. In addition, this study examines the problems of government-led ecotourism model and how they can be addressed. To analyze conflict structure, this paper used Q methods and found out that the budget-related stakeholders are largely divided into four groups as who; a) complain about how business profits are distributed; b) secure profits by expanding programs; c) consider human settlement, and; d) broaden people`s participation. The biggest contributor to the conflicts is found that compensation was given discriminately to different jurisdictions. The second finding is that residents became less cooperative when the financial compensation did not live up to their expectation. For instance, they would demand the tourism facility physically expanded, repeatedly complain about the process of the work, and even accuse the government of degrading ecosystem. In other words, unless the compromise is reached with the residents regarding financial compensation, it could be difficult to encourage their participation and develop as a program-oriented tour. Lastly, the tour program needs to induce voluntary participation of the residents and deliver proper information on ecosystem and natural resources so as to last as sustainable ecotourism. The success of ecotourism will be subject to the cooperation of stakeholders in a region, conservation of our fragile ecosystem, and realization of sustainable growth through sharing economic benefits. This study looks into the cause of the conflicts of ecotourism sites and their structure. If this paper can bring about cooperation of stakeholders, the management and operation of ecotourism sites would be more sustainable.
The purpose of this research is first, to define what measurement items in terms of subjective consideration and preference can be used to assess the landscape values of agriculture and fisheries heritage, and second, to understand the perceptive patterns particularly how landscape experts weigh up the importance of the each measurement item. In order to extract the measurement items, extensive literature review was performed including research documents as well as domestic and international policy reports. A survey targeting the experts was conducted to ask their opinions on the importance of the selected items. For the analysis, SPSS 20.0 for Windows was used to carry out reliability analysis, descriptive statistics such as arithmetic mean and frequency distribution, factor analysis, and multiple linear regression modeling. The results are: the importance value of the landscape values in agriculture and fisheries heritage was 4.1494; the ratio value that the experts perceived the importance was 87.2%; and the average of the importance value of the analyzed items was 3.71. All the items have more than 3.00. Ten factor groups were summarized and defined whose total explanation power was 67.86%. The factor groups were named as lyricism, authenticity, environmentally-friendliness, durability, recognizability, regionality, visibility, value of sightseeing, social image, and universality. The factors influencing the landscape values are, in order of importance, recognizability, authenticity, visibility, universality, durability, and nativeness. According to the analysis, however, environmentally-friendliness, regionality, value of sightseeing, and social image were not as important.
The public value of agriculture and rural areas is closely associated with the concept of multifunctionality of agriculture and rural areas, which in turn signifies economic values other than the production function of agriculture and rural areas. Based on the survey results, virtual scenarios were set up and the contingent valuation method (CVM) was used to estimate the amount consumers are willing to pay (WTP) for the public functions of agriculture and rural areas. This study selected five domains of the public value (environment conservation, maintenance of landscape and cultural tradition, enhancement of national prestige, local community maintenance and socio-economic functions, and food security) and 21 value items as components of the public value. An economic assessment of the public value of agriculture and rural areas was conducted using a binomial logistic regression model. The estimation results showed that the public value consumers are willing to pay ranges from a minimum of 6,346.8 billion won to a maximum of 9,327.2 billion won.
After Forest Service formed a forest welfare service system by life cycle in 2008, they established a variety of policy for promoting welfare of the people. In Forest welfare service plan(2013~2017) which recently the forest service department established to along with government`s welfare policy, they introduce forest welfare service voucher linked to National welfare system to provide forest welfare actively to disadvantaged citizen. The purpose of this study is to setup a direction of forest voucher system, and to make strategies of forest welfare service voucher by research existing voucher system of government. A study conducts a qualitative research by use grounded theory without a quantitative research, because there is not a lot of similar cases with forest welfare service voucher. The subject of this study is experts of National Park Authority`s voucher management, forest service`s Nature recreation management and relevant researcher institution. The research is conducted by interviewing the subject and by using grounded theory analysis. After processing an opening coding, categorization of opening coding, and axis coding, induce a direction of the forest welfare service voucher system.
The purpose of this study is to show the relation of the change between spacial structure and social conditions of rural area. The spacial structure change of Asan city was analyzed using Space Syntax, and multiple regression analysis (dependent variables: connectivity, global integration, local integration / independent variables: population, household, farm population, farm population of 65years old and over, farm household, part-time farm households, cultivated land) was accomplished. As th result, that the increase of connectivity is related to the increase of population and farm population of 65years old and over and the decrease of farm population, and the increase of local integration is related to the increase of farm population of 65years old and over was showed. However, that global integration is not related to change of social conditions was proved.
Car exhaust emissions are recognized as one of the key sources for climate change and electric vehicles have no emissions from tailpipe. However, the limited charging infrastructures could restrict the propagation of electric vehicles. The purpose of this study is to find the vulnerable districts limited to the charging station services after meeting the goal of Ministry of Knowledge Economy(12%). We assumed that the charging service can be provided by current gas stations. The range of the vulnerable grades was determined by the accessibility to current gas stations and the vulnerable regions were classified considering the optimal number of charging stations estimated by the efficiency function. We used 4,827 sub-municipal divisions and 11,677 gas station locations for this analysis. The results show that most of mountain areas are vulnerable and the fringe areas of large cities generally get a good grade for the charging infrastructure. The gangwon-do, jeollanam-do, gyeongsangbuk-do, and chungcheongnam-do include more than 40% vulnerable districts.
Since greenhouse gas emissions increase continuously, the authorities have needed climate change countermeasure for adapting the acceleration of climate change damages. According to “Framework Act on Low Carbon, Green Growth”, Korean local governments should have established the implementation plan of climate change adaptation. These guidelines which is the implementation plan of climate change adaptation should be established countermeasure in 7 fields such as Health, Digester/Catastrophe, Agriculture, Forest, Ecosystem, Water Management and Marine/Fisheries. Basically the Korean local governments expose vulnerable financial condition, therefore the authorities might be assessed the vulnerability by local regions and fields, in order to establish an efficient implementation plan of climate change adaptation. Based on this concepts, this research used 3 methods which are LCCGIS, questionnaire survey analysis and analysis of existing data for the multiphasic vulnerable assessment. This study was verified the correlation among 7 elements of climate change vulnerability by 3 analysis methods, in order to respond climate change vulnerability in rural areas, Seocheon-gun. If the regions were evaluated as a vulnerable area by two or more evaluation methods in the results of 3 methods` comparison and evaluation, those areas were selected by vulnerable area. As a result, the vulnerable area of heavy rain and flood was Janghang-eup and Maseo-myeon, the vulnerable area of typhoon was Janghangeup, Masan-myeon and Seo-myeon. 3 regions (i.e. Janghang-eup, Biin-myeon, Seo-myeon) were vulnerable to coastal flooding, moreover Masan-myeon, Pangyo-myeon and Biin-myeon exposed to vulnerability of landslide. In addition, Pangyo-myeon, Biin-myeon and Masan-myeon was evaluated vulnerable to forest fire, as well as the 3 sites; Masan-myeon, Masan-myeon and Pangyo-myeon was identified vulnerable to ecosystem. Lastly, 3 regions (i.e. Janghangeup, Masan-myeon and Masan-myeon) showed vulnerable to flood control, additionally Janghang-eup and Seo-myeon was vulnerable to water supply. However, all region was evaluated vulnerable to water quality separately. In a nutshell this paper aims at deriving regions which expose climate change vulnerabilities by multiphasic vulnerable assessment of climate change, and comparing-evaluating the assessments.
This study clarified the correlation between the satisfaction of farm experience village visitors and the package design of farm·specialty products and identified the factors to consider when improving the package design. It was found that the satisfaction with package design when purchasing farm·specialty products affected the satisfaction of farm experience village visitors. In case of farm experience village visitors, they were more satisfied with the purchase when they were satisfied with the package design of farm·specialty products they purchased. The results of analysis of correlation between the satisfaction of farm experience village visitors and the improvement of package design of farm·specialty products showed that the important factors of package design are easiness of transport·handling, easiness of storage, and functionality of packaging materials.
The purpose of this study was to develop survey tools for diagnosis of capacity levels in business promotion of rural residents when performing a rural development project of a regional unit. The cases of previous studies were analyzed to select community capacity indicators related to a rural development project. Five indicators were derived : social capital, consciousness of participation, community spirit, and leadership. Based on the five indicators, measurement items of various capacities were selected and 54 survey items were selected through evaluation of experts twice. The pilot tests were conducted and targeted at Jeonnam song ho-jung village and Gyeongnam Haegeumgang village to identify derived survey items. In addition, descriptive statistic analysis and reliability analysis were conducted. As a result, survey items were corrected by reducing 10 items of the total 54 items. This results showed that using this tool could help us understand capacity levels of rural residents.
The purpose of this study is to examine the effect of regional ageing rate to industrial structures of rural areas in Korea. This paper shows that there are cause-effect relations between the industrial specialization and ageing rate in ‘Agriculture’, ‘Finance & Insurance’, and ‘Real Estate & Leasing’ sectors. The ageing levels are classified into ageing society, aged society, and super-aged society according to UN standard that cause different impacts on industrial specialization of regions. This paper finds that the industrial specialization is determined by the ageing levels. If there is an increase in ageing rate by 1% in ageing society, the industrial specialization of the three industries could be strengthened by 0.14%. But, ageing rates have negative impacts on the industrial specialization in aged society and super-aged society by 0.76% and by 1.20%, respectively, as increasing ageing rate by 1%. As the ageing rate progresses, ‘Agriculture’, ‘Finance & Insurance’ and ‘Real Estate & Leasing’sectors have positive impacts on the industrial specialization in the ageing society. But ‘Finance & Insurance’ and ‘Real Estate & Leasing’ sectors have changed into negative impacts on the industrial specialization in the aged society. In the aged society, the employment of elderly persons of ‘Agriculture’ and ‘Finance & Insurance’ sectors increase by 1% makes positive impact on the industrial specialization by 1.54%, by 0.45%, respectively. The result of this paper can be applied to a significant guideline at establishing regional employment planning such as elderly customized employment, vocational training for rural areas, where above 14% of ageing rate.
This study aims to identify feasible policy direction of the 6th industrialization in agriculture based on the current agricultural and rural environment in Korea. To do so, this study employes a heckman selection model to correct a probable selection bias, utilizing the Korean agricultural census in 2010 and the agricultural statistics of farm enterprises in 2011. This study focuses on the differences of the farm and off-farm income determinants, according to conjoint types of the 6th industrialization such as Type 1 (primary+secondary+tertiary) vs. Type 2 (primary+secondary or primary+tertiary). The empirical results show Type 2 has much higher possibilities to earn farm and off-farm income in Korea, especially for farm enterprises. This study concludes with providing some policy implications reflecting rural and agricultural environment in Korea.
This study investigated the problem of the existing rural development plan where the opinions of local residents are excluded due to the lack of expert knowledge and limited participation and sought the village development plan driven by the voluntary participation of local residents by applying a rural forum targeting rural villages to solve the problem. As a result of the study, ① the problem of the current village development plan should be made based on the participation of local residents, and ② this problem has remained as an important challenge. Therefore, the village improvement activities that have reflected the opinions of local residents can be said to be ③ the process that seeks the change into the rural planning process led by local residents, and this study derived the ways to ensure the voluntary behavior of local residents, strengthen local residents` capacity to create on-going villages, and expand local residents` participation opportunities in the entire process of rural planning through the application of the rural forum. ④ Although it is generally difficult for local residents to propose opinions directly and exert influence in the rural planning and design process and it is not easy to reduce the difference in the perspective between the professionals and local residents, significance lies in the fact that local residents voluntarily determine the future of their region and derive the plan. Therefore, the experience of decision-making and consensus process through the rural forum can promote the sustainability of the village creation participated by local residents and the increase of local residents` role. This study took one village as an example to reflect the results applied to the rural forum, and it is difficult to determine that it has been fully verified with the method of residents` participation. Therefore, future studies to verify the effectiveness of village creation and seek the empirical utilization measures are needed more, and the operation of education programs and various support plans suitable to the capacity and level of local residents should be promoted rather than the traditional lecture-style stereotyped education in the future for sustainable rural development.
In terms of both quality of rural lifestyle and cultural awareness, the importance of community facility is being emphasized. Nevertheless, by occasion of graying, population outflow and revenue loss, rural society faces the erosion of community. For these reasons, government is promotion an community space construction project on rural areas which is lack of community facilities. Whereas the projects are just one off thing not include upkeeping, so lots of functional overlapping community facilities are formed in same place. In this study has classified rural community facility remodeling element and designed rural community facility evaluation system of each elements. In order to implement of purpose, it has categorized community remodeling index in rural area by literature analysis and site survey. For setting remodeling rating system, this study analysed preceding research data and conducted a Delphi survey of 30 experts. As a result, this study deducted 29 categories of community remodeling index and 21 categorizes of remodeling rating clause. Taking this result, this study progressed case study on seonheul-ri in Jeju. Implications, limitations and future research directions are presented. It would be groundwork for remodeling system development in rural community facility.
This study strengthens importance of farm land has possessed rurality. Thus the amenities of farm village were offered to the symbolical attributes of rurality and it was extracted four amenities attributes for valuing the amenities. Possessing the importance of rurality for agricultural and rural development and rural tourism evaluated each attribute by Choice Experiment(CE) for sustainable development make full use of rurality. Applying for Conditional-Logit model estimated the value of attributes then consumer`s benefit feeling form each attributes was offered to the value of a unit change. Through this study, I wish to apply for the direction of rural development as important material and the compensation in the operation of agricultural output offering social benefit as political reference materials
This, an association research for design-improvement and model-development of exhibition shops at rural tourism communities, is to secure objective data by analyzing customers` awareness-tendency of and demand for agricultural-specialty exhibition shops. Survey-questions for finding out consumers` awareness-tendency and demand were determined through brainstorming of a professional council, 30 rural communities of which visit-rate by consumers is considerably high were selected for the recruit of 200 consumers. For investigation and analysis, survey and in-depth interview were carried out at the scene with the application of frequency analysis and summarization of their opinions, which revealed that they have a strong will to visit the rural tourism communities for the purchase of agricultural specialties along with the experience of learning-program and on-the-scene direct dealing and that their viewpoint on the direct dealing at the scene was very positive. Also it was confirmed hat their satisfaction with the purchase of agricultural specialties by on-the-scene direct dealing, their pleasure at the purchase, their satisfaction with services and their intention for re-purchase of them were very high while their satisfaction with the exhibition shops was very low. With on-the-scene survey, the consumers` opinions could be listened to in depth. Almost all of them said their satisfaction with the trip to those rural tourism communities was considerably high since they could go to those communities themselves to relieve the stress from their modern life, to experience healing and to see the goods on the scene. Their satisfaction also was attributed to the fact that they have enough trust in purchase along with feeling the warm-heartedness of rural residents. As to their awareness of exhibition shops, they showed a positive response to the on-the-scene direct dealing at rural communities while they, thinking that the space in those exhibition shops was not sufficiently wide, demanded for more systematic counters in more accessible and affordable exhibition shops so that they might be more satisfied with the exhibition shops. Their demand for the necessity of exhibition shops selling agricultural specialties was found to be over 80%, which indicates that the necessity is very high. As to the suitability of function, they have the opinion that the business at those shops had better be focused on sales since they have the understanding of information when they take a trip to the rural communities, while there was another opinion: since agricultural products are seasonal items they should be exhibited and sold at the same time. More than 90% of the respondents had a positive viewpoint on direct dealing of agricultural specialties on the scene, which showed that their response to it was very high. They preferred the permanent shops equipped with roll-around table-booths. In addition, it was revealed that they want systematic exhibition shops in rural communities because they frequent those communities for on-the-scene direct purchase. The preferred type and opinion resulting from estimation of consumers` demands have been reflected for development of practical designs. The structure of variable principles has been designed so that the types of display-case and table-booth might be created. The result of this study is a positive data as a design model which can be utilized at rural communities and will be commercialized for the verification of its validity.
The purpose of this study is to investigate the entire processes of rural amenity resources survey from the beginning to the end, to discuss the results of the survey and resources information establishment, and to comprehensively analyze the status of resources information application. Rural amenity resources survey, which is aimed at finding rural amenity resources to respond to the demands of the resources and support rural development, was first conducted by National Academy of Agricultural Science under Rural Development Administration in 2005. The first survey subjects were 149 eups and myeons in Korea, expanding to the nationwide rural villages. In 2012, the rural amenity resources survey was completed. Next year, the information establishment was completely made. It is expected that the rural amenity resources information established by the survey will be more applied and used, and that with the constant addition of new analyses in line with the changing environment demands, rural amenity resources will contribute to dynamic rural development.
Recently the use of smart phones and mobile devices is increasing rapidly, data search and retrieval in the mobile environments are generalized. There are only few mobile applications available in the area of agriculture while huge amount of new applications are developed and uploaded. The purpose of this study was to develop the android based mobile application for providing agricultural infrastructure and disaster information. The mobile application was designed through the database establishment and management system, server management system, and mobile application development. The database is composed of weather data, agricultural infrastructure data, and agricultural disaster data. By developing the mobile application which provides agricultural infrastructure information, it is expected to improve the accessibility to agricultural information and mitigate the agricultural disaster damages.
